Microsoft unveils Azure OpenAI Service for Government & AI customer commitments

The past two days have been busy at Redmond: yesterday, Microsoft announced the new Azure OpenAI service for government. Today the tech giant revealed a new set of three commitments to its customers in safely, responsibly and securely integrating generative AI into their organizations.

Each represents a continued step forward in Microsoft’s journey to mainstreaming AI and assuring its enterprise customers that its AI solutions and approach are reliable.

Generative AI for government agencies of all levels

Those who work in government agencies and government departments at the local, state and federal levels are often besieged by more data than they know what to do with, including data on voters, contractors and initiatives.

Generative AI therefore appears to offer a great opportunity: giving government employees the ability to more quickly sift through their vast amounts of data and use natural language queries and commands, as opposed to clumsier, older methods of data retrieval and information retrieval.

However, government agencies usually have very strict requirements for the technology they can apply to their data and tasks. Enter Microsoft Azure Government, which already partners with the US Department of Defense, Department of Energy, and NASA noted Bloomberg when it announced the news of the new Azure OpenAI Services for Government.

“Microsoft has developed a new architecture for government customers that enables government agencies to securely access the large language models in Azure Government’s commercial environment, enabling these users to meet the stringent security requirements required for government cloud operations,” wrote Bill Chappell, Microsoft’s chief technology officer of strategic missions and technologies, in a blog post announcement of the new tools.

Specifically, the company unveiled Azure OpenAI Service REST APIs, which allow government customers to build new applications or connect existing applications using OpenAI’s GPT-4, GPT-3 and Embeddings – but not over the public internet. Instead, Microsoft enables government customers to securely connect to OpenAI’s APIs through the encrypted, transport layer security (TLS) “Azure Backbone”.

“This traffic remains entirely within the backbone of the global Microsoft network and never enters the public internet,” the blog post specifies, later explaining: “Your data is never used to train the OpenAI model (your data is your data) .”

New commitments to customers

On Thursday, Microsoft revealed three commitments to all of its customers in terms of how the company will approach developing generative AI products and services. These include:

  1. Sharing the lessons about responsible development and deployment of AI
  2. Set up an AI assurance program
  3. Supporting customers in responsibly implementing their own AI systems

As part of the initial commitment, Microsoft said it will publish key documents including the Responsible AI Standard, AI Impact Assessment Template, AI Impact Assessment Guide, Transparency Notes and detailed primers on responsible AI implementation. In addition, Microsoft will share the curriculum used to train its own employees in responsible AI practices.

The second commitment focuses on setting up an AI Assurance Program. This program helps customers ensure that the AI ​​applications they deploy on Microsoft platforms meet legal and regulatory requirements for responsible AI. It includes elements such as support for regulatory involvement, implementation of the AI ​​Risk Management Framework published by the US National Institute of Standards and Technology (NIST), customer feedback boards and regulatory advocacy.

Finally, Microsoft will support customers in responsibly deploying their own AI systems. The company plans to establish a dedicated team of AI legal and regulatory experts in various regions around the world to help companies implement responsible AI governance systems. Microsoft will also work with partners, such as PwC and EY, to leverage their expertise and support customers in implementing their own responsible AI systems.

While these commitments mark the beginning of Microsoft’s efforts to promote responsible AI use, the company recognizes that continuous adaptation and improvement will be necessary as the technology and regulatory landscape evolve.

Microsoft’s move comes in response to concerns about the potential misuse of AI and the need for responsible AI practices, including recent letters from US lawmakers questioning Meta Platforms founder and CEO Mark Zuckerberg about the release of his LLaMA LLM by the company. saying could have a chilling effect on the development of open-source AI.
