Career
From 1971 to 1973, Palmer volunteered with the Peace Corps in Liberia, West Africa. He then worked as an assistant director of financial aid at the University of Virginia at Charlottesville (1973-1974), as a professor of history at Cuttington College in Suakoko, Liberia (1974-1976), and as a professor of history at Wake Forest University in Winston- Salem, North Carolina (1978-1981).
Palmer joined the United States Foreign Service in 1982. From 1982 to 1984 he was Vice Consul in the Dominican Republic and from 1984 to 1986 he was a Human Resources Officer in Montevideo, Uruguay, and Asuncion, Paraguay. From 1986 to 1987 he was a staff assistant to the Assistant Secretary of State for African Affairs at the Ministry of Foreign Affairs, and from 1987 to 1989 he was a consultant to the administration in Freetown, Sierra Leone.
